Electronic Visit Verification (EVV)

Overview:
The Ohio Department of Medicaid began using an Electronic Visit Verification (EVV) system for many home and community-based services in January 2018. EVV is an electronic system that verifies when provider visits occur and documents the precise time services begin and end.

 

Phase I Includes: State Plan Home Health Aide, State Plan Home Health Nursing, Private Duty Nursing (PDN), Ohio Home Care Waiver Nursing, Ohio Home Care Waiver Personal Care Aide, Home Care Attendant, and RN Assessment. Only services provided through the fee for service Medicaid program are included.

Phase II Includes: Managed Care Plans (MCP), the Ohio Department of Aging (ODA), and the Ohio Department of Developmental Disabilities (DODD)

ODM has contracted with Sandata Technologies LLC to deliver Ohio’s EVV system, as well as to provide program orientation and training to providers.

  • General Overview of what is Electronic Visit Verification (EVV)?
  • Who is required to use it?
  • Who is Sandata and what do they do?
  • What is the 21st Century Cures Act and how does it affect EVV?
  • What steps were taken by ODM to implement EVV (i.e.: Stakeholder Committee, Public Hearing Process, etc.)
  • Overview of each Phase of EVV including timelines.
  • Explain the consumer responsibility and the provider responsibility.
  • Explain the consumer’s rights (i.e.: the Right to Refuse the EVV device provided by Sandata).
  • If a consumer refuses the EVV device what do they need to do to document that?
  • What is the difference between using: the EVV device, Telephony and Manual Entry?
  • Discussion and examples of how things will be for individuals who choose for their providers to ONLY use Manual Entry.
  • Making it clear that everyone knows that Manual Entry is an option if all providers agree.
  • Specifically what does the CM need to document in the All Services Plan for review purposes?
  • What if a provider is having difficulty using the device or experience problems with billing because of the information that was entered or not entered?
  • When will EVV affect a providers pay?
  • How do individuals get involved with the Stakeholder Committee?
  • If an individual believes their rights or confidentiality has been violated how do they file an Appeal or Grievance?
