Introduction Introduction Introduction Introduction Introduction The Office of Policy & Planning collects and analyzes data on utilization and charge/ cost of various health care services, the health status and health insurance characteristics of Ohio’s citizens. In recent years the health care field has come under great scrutiny because of rising health care costs and concerns about appropriateness and effectiveness of health care services. As a result, there has been an increasing demand for greater availability of health care data. To meet this demand, the Office provides data to consumers, providers, and purchasers for use in the competitive health care environment.

This catalog is designed to provide you with an overview of the information available from the Office. Consumers, health planners, providers, corporate benefit managers, health insurance firms, consultants, researchers, and advocates who are interested in comparative data on performance of the health care system may find the information very useful.

This diversity results in organizations having different data needs. Therefore data is available in a variety of formats. Computerized data files are available on diskette in various format for microcomputer users. Printed publications are also available for purchase.

Upon request, complimentary copies of data products will be provided to local governments in the state, other state agencies, Federal Government agencies and Health Service Agencies and health care coalitions in the state. For further information about free products contact the Office.

Because of limited resources, the Office can normally only respond to requests for standard products listed in this catalog. Some customized work may be performed if that work can be scheduled and there is some additional benefit to the State of Ohio. Contact the Office for additional information.

I. HOSPITAL DATA I. HOSPITAL DATA I. HOSPITAL DATA I. HOSPITAL DATA I. HOSPITAL DATA The source of hospital data are the Annual DRG Data Disclosure Reports. Since 1986, hospital specific charge and utilization information has been collected by the Office through the annual survey entitled “Annual Hospital Disclosure, Non- government Patients, Most Frequently Treated DRGs”. The data are reported for the 100 most frequent DRGs treated in each hospital for private- pay patients. In 1989, a new data reporting requirement went into effect which required hospitals to report data at the severity level in addition to the DRG level data. The severity level data are based on the DRG Refinement model developed by Yale University. The severity refinement logic examines secondary diagnoses and procedures to further refine each discharge within the DRG into a severity class (there are typically 3 or 4 severity levels per DRG). Charge and length of stay outliers are trimmed out of the DRG group prior to severity adjustment. Outlier trim points are defined annually by the Office of Policy and Planning.

Each hospital must report each DRG for which it had at least 10 discharges during the year, and each severity level within that DRG for which it had at least 3 discharges. The following information is reported: DRG, its rank order, # discharges, mean/ median/ low/ high charges, mean/ median/ low/ high length of stay, # admissions from emergency room/ hospital transfer/ other. For each severity class the hospital must report # discharges, mean charges, and mean length of stay. The data are aggregated within hospital by DRG and by Refined DRG. For each hospital in the dataset, the number of observations will be the sum of the number of DRGs reported (up to 100) plus the number of Refined DRG levels reported. Important Note: Data is not patient or discharge level data. It is aggregated data within hospitals.

The data are reported to the Office by May 1 for the previous calendar year. Because some hospitals are late in submitting their reports, the complete data set is not available until the following Fall. However, once data from the first 100 hospitals have arrived, the Office will prepare the incomplete dataset for release. Generally, this incomplete dataset will be available around July 1. We add newly reported hospitals to the incomplete dataset as they come in. These incomplete data are not fully edited. Purchase of the incomplete dataset does not entitle the user to free later versions.

The 1995 annual dataset contains information from approximately 200 hospitals, describing over 500,000 discharges. THE ANNUAL SURVEY OF LONG TERM CARE FACILITIES (ASLTCF) The ASLTCF is required to be submitted by all licensed nursing homes and residential care facilities pursuant to Ohio Administrative Code, and is voluntarily submitted by other long term care facilities on an annual basis. Hospital Based Long Term Care Facilities are also included. However, not all data is reported for each hospital. The survey captures the essential elements of facility operation: licensing, classification, certification of beds, personnel decriptions, patient utilization characteristics, average daily charges, and the demographic and clinical characteristics of patients. The survey covers the calendar year and is submitted by March 1 of the following year. Because some facilities are late in submitting their reports, and because of the extensive amount of editing the report undergoes, the complete data set is not available unti l November. Individual copies of the forms submitted by each agency can be requested after April 1.

Three types of ASLTCF products are available: (1) a dataset of all responding facilities and their responses to all questions on the survey, (2) printed reports described below, and (3) copies of original survey docucments filed by facilities.
