Medicaid provides services for persons who are aged or who have disabilities,
and covers a broad range of services used by people with a wide variety
of needs. These services including nursing facilities, residential facilities
for people with mental retardation or other developmental disabilities,
and a range of community health care services. Because these kinds of services
are rarely covered by private insurance or Medicare, Medicaid is the main
source of coverage for many long term care services. Medicaid represents
the number one payment source for nursing facilities; it pays all or some
part of the bill for about 70% of Ohioans in nursing facilities. Medicaid
also is a major source of public funding for services to persons with developmental
disabilities, including those with mental retardation.
